To the Neighbors and Businesses that were Notified of the Rezoning of 6410 Factory Shoals Road, a 60-days continuous was requested to update the Site Plan and to address the comments that were received from very concerned residents, from MIC and from the various departments within Cobb County. The 60-days continuous was granted.
The new dates are as follows:
The Planning Commission Hearing is on Tuesday, October 04, 2022 at 9:00AM
The Board of Commissioners Hearing is on Tuesday, October 18, 2022 at 9:00AM
Here are just a few of the changes that are being made and all the changes will be reflected on the Site Plan and will be posted as soon as it is completed:
- No residential in the mixed use area….changed to community meeting spaces.
- Left Turning Lane
- Exit Only and Right Turn Only on Factory Shoal Drive
- Deceleration Lane
Security and increased traffic to the coffee shop, pizza bar, the Jamaican restaurant and English as a Second Language/Tutoring business is a concern. Diverting the already busy 4-lane road and allow the residents, schools, businesses and visitors of the residential properties and businesses to have a community-quaint place to learn, eat, sip and relax is the main focus. Sometimes after a hard day of work, grabbing a specialty pizza as a meal will be the saving grace. Teachers and administrators will come and unwind or grab a cup of Java on their way to and from school...all with a 10% discount each time. The 10% is also extended to every resident in the community surrounding the property.
The Engineering company is addressing the concern and have been assured that every attention will be given to maintain that no neighbor will be affected by the development by creating the best storm water management plan.
DOT wants a deceleration lane as well as a left turning lane. There will be a turning lane and deceleration lane, not only for the safety of visitors, cast and crew that will utilize the services provided by Angel Eyes Studios 5, Inc. but for the enhancement and safety of the community that travels the road daily.
Furthermore, the current characteristic of the property is not attractive to Factory Shoals Road. The property has been vacant for a few years, has been vandalized numerous times, a shelter for the homeless, the roof has a whole, the gutter is falling/hanging off, etc. The owners have sunk over $100,000.00 to replace windows, doors, roof and landscaping. Monies have been spent on landscaping and the plants were stolen within two weeks. The current state of the property is more dangerous to the residential community.

Safety
Safety and security is our number one focus and concern as it relates to the community. Since the entrances and exits are on Factory Shoals Road and a Right Turn Only onto Factory Shoals Drive, this will assist in keeping Angel Eyes Studios 5 visitors from ever having to turn into the residential community behind the property. The focus and purpose of all people/crew members/casts on Angel Eyes Studios 5 property is for filming only and all visitors will be confined to Angel Eyes Studios 5’ property. There are no In/Out for crews when arriving for work.
During filming and when a production company occupies the office spaces, Angel Eyes Studios 5 will have two (2) Security Guard on the property. One will be stationed at the Guard Gate Entrance.
Parking Lot Size
The size of the parking lot and the number of parking spaces is to accommodate the production trailers for basecamp that takes up many parking spaces. Angel Eyes Studios 5 is suited for medium size production which is typically less than 100 crew size during filming.

Increased Traffic
Factory Shoals Road has a daily traffic of over 4,000 volume per day. Angel Eyes Studios 5 will add just over 100 to the volume of vehicles on Factory Shoals Road when a production company films at the Stages. An enhance volume will only be when crew/cast arrives for work and when crew/cast leaves.
Noise Pollution
Noise pollution is a daily occurrence impacted by the transportation means of residents, businesses, etc. Angel Eyes Studios will have crew vehicles and productions vehicles/trucks parking at the location. Once the crew arrives for work and once basecamp trailers are parked, the noise affects of the property will be contained. Landscaped with beautiful evergreen trees around the borders of the property will absorb most of the noises coming from the property.
*The most noise will come from basecamp trailers landing at the property. To alleviate most of the noise, basecamp will be parked at the front and sides of the property away from the residential border in the back of the property.
**All filming will be conducted inside a Sound Proof building in which no noise will be heard on the outside of the building during filming.
Also, Angel Eyes Studios 5 will adhere to Cobb County Noise Ordinance curfew for 10:30 p.m. All productions will end at that time, including the departure off all production vehicles.
Close Proximity to Clay Harmony Leland Elementary School
Angel Eyes Studios 5 daily operation will not impact Clay Harmony Leland Elementary School. Visitors and guest to the property will abide by the State’s traffic laws during school hours. Since directions to Angel Eyes Studios 5 will direct visitors and guest to the Riverside Road exit on I20, the school will rarely be impacted by Angel Eyes Studios
5’ daily operation. Once crew arrives, crew members remain in the property until production wraps. A typical production filming day ranges from 7:00AM to 10:00PM.
Moreover, one of the joys of my childhood was attending the Saturday Drama programs at Northside High School in Atlanta, GA. Because this experience had a positive and profound impact on my life, one of the programs that will be offered to the community is the Saturday Industry related programs for K - 12 students in Cobb County. Learning about the production industry, in front and behind the camera, will provide our youth with the knowledge, skills, and first hand experience to have a career in the production industry and to pursue higher education in the field upon graduation from high school.
